“…the treatment of women within the county Police Department”

As the Baltimore Sun reported:

A Howard County police officer [Thatcher] was indicted yesterday on charges that he indecently exposed himself in March to a female 911-center employee at the county's administrative headquarters in Ellicott City, according to the indictment and a spokeswoman for police.  

If Thatcher is found guilty, the case could raise further questions about the treatment of women within the county Police Department. Since 2002, two female officers have sued the department for sexual harassment [see my earlier post on this], accusing the agency and former Police Chief Wayne Livesay of tolerating a male "locker room" atmosphere. Livesay retired May 31 to run for a seat on the Howard County Council.
