Feb 8th – Public Hearing on Statewide Issues and Proposed Local Bills

The Howard County Delegation of the Maryland General Assembly will hold a public hearing on Thursday, February 8 on statewide issues. The hearing will be held at 7:30 p.m. in the Banneker Room of the George Howard Building, 3430 Court House Drive, Ellicott City, MD.

Ho.Co. 16-07 Howard County Board of Elections – Membership and Compensation
Sponsor: Delegate F. Turner
Increasing the membership of the Howard County Board of Elections from three to five regular members, three of whom shall be of the majority party; providing for filling a board vacancy and for the tenure of a member appointed to fill a board vacancy; and specifying compensation for regular and substitute members of the board.

Ho.Co. 17-0 Howard County – Collective Bargaining – Deputy Sheriffs
Sponsor: Delegates DeBoy and Guzzone
Granting collective bargaining rights to certain deputy sheriffs in the Howard County Sheriff’s office with regard to compensation, pension for certain employees, fringe benefits, hours, performance standards and evaluation procedures and other terms and conditions of employment with the Sheriff’s Office; requiring that the Howard County Executive be considered the employer of these employees for the purpose of collective bargaining for compensation, pensions and certain fringe benefits; requiring that the Sheriff be considered the employer of these employees for the purpose of collective bargaining for certain terms and conditions of employment; specifying that any required funding for a collective bargaining agreement negotiated by the Sheriff shall be subject to the approval of the Howard County Council.

Ho.Co. 18-07 Workers’ Compensation – Permanent Partial Disability – Howard County Deputy Sheriffs
Sponsor: Delegates Deboy and Guzzone
Altering the circumstances under which a Howard County deputy sheriff is eligible for enhanced workers’ compensation benefits for a compensable permanent partial disability or less than a certain number of weeks by deleting the requirement for a written memorandum of understanding between the Howard County Sheriff and other law enforcement agencies under certain circumstances.

Ho.Co. 19-07 Howard County – Alcoholic Beverages – Beer Tasting
Sponsor: House Chair (at the request of the County Council)
Broadening the scope of the wine tasting license in Howard County to allow beer tasting under certain circumstances; and limiting the quantity of beer that a beer and wine tasting license holder may serve to a person in a single day.

Ho.Co. 20-07 Howard County – Creation of a State Debt – Norbel School
Sponsor: Delegate Malone
Authorizing the creation of a state debt not to exceed $250,000 for the construction of a learning disabled student assistance center at the Norbel School, located in Elkridge.
